giving notice, instead of "by mutual consent".

In Article 4 the right of the Customs to estab-

lish offices in the Colony was not only as in

the previous draft to be at such place or

places, but "subject to such conditions",

might be approved by the Hongkong authorities.

▲ clause was added to Article 5 (inland naviga-

tion rights) giving as favourable treatment to

Hongkong vessels engaged in the inland waters

trade as to Chinese vessels, whether registered

or not, in the same trade. An addition was

similarly made in Article 6 (inland waters

towage of Janks and lighters in accordance with

Artiole 5) giving such junks and lighters as

favoured treatment in every respect as regards

taxation as Chinese vessels in the same trade.

The words "foreign goods" in Article 8 (payment

of import dues, transit dues etc., prior to

departure for non-open ports under Article 5)

were altered to "goods", and a sentence added

to stipulate that the rates and privileges were

to be no less favourable than in respect of

goods clearing under similar circumstances from

Canton or any other treaty port. The words in

Article 11 (co-operation in preventing illicit

entry of prohibited goods) "will take active

"steps to prevent" were altered to read "will

"endeavour to prevent" in both cases, 1.0.

Customs preventing opium, liquor, tobacco, etc.

coming into Hongkong, and Hongkong preventing

arms, salt, etc. going into Chins.
